that mod there doesn't even include a pcf file. it onyl has two material files

The particle overhaul replaces existing particles.
This one adds new particles which are exclusively used in a few mods of mine.
The bullet is a larger particle for thr 50caliber magnum shell. Same image, just made larger ingame.

This and the particle overhaul one are not conflicting I see but do they both have the pistol bullet updated or this one adds something that the other forgot to have?
