I think its because the maximum map size in civ 4 is bigger than civ 5 but i'm not too sure, what I suggest you do, if you want to bigger than 120x80, is to download the 164x118 blank map on the civ v steam workshop then edit it at your liking, just don't use the scale/resize tool from the world builder since it will reduce the map size to 120x80. As far as I know.

Simple Copy&Paste from game to Game and edit. I have never seen a map that are bigger than 200x100, but why? does exist a tool to create so big maps for Civ III/IV/V?

I Didn't, I simply edited the blank map which is the same size (also availabe on the steam workshop).However it seems on civ forums that you need to create a map in civ 4 editor then convert it into civ V editor.
