Maybe we just need to wait for the next patch. There are definitely some bugs.

I'll keep trying Walrus. I've already tried to edit it several times, but the game got stuck on "packaging" while saving. It's a bit of a mess. At least the faults mentioned in the review are truly cosmetic, and one cannot be fixed in the map editor. The ugly tearing of textures between the two sides of the highways can be easily (and attractively!!) fixed by using Surface Painter mod. It's quite attractive. Move it can be used to lift the overpasses on that intersection that have lights poking through.
Vigo map oddly hasn't had errors in saving. Its fixes are in progress.

I've just watched a review of the map.

Hmm, it should be the first one on your list. I'll list all the places to check, I bet it's the weird non-alphabetical way maps are listed.
- You've subscribed the the map via the green subscribe button ^ and 2 items required on the right side of this page
- Start Cities Skylines and from the main menu select Content Manager
- Maps is the first section that opens, scroll down past the default maps, the workshop maps start *after* all the game's original maps. Check to be sure A Coruña map is active
- Now click "new game", and again you have to scroll down past all the game's original default maps.

I wonder if you create a set of folders just with these names, and place the overlay in "Files". He says it's safe for OSX... quote:

~/Library/Application Support/Steam/steamapps/common/Cities_Skylines/Files/

I've never seen a giant question mark so I don't know about what causes it, but I am pretty sure that if you have the game installed in a different way than usual, then the mod will not show the overlay as it was designed to do because it can't find its assigned path. The best advice I can offer is to go to the mod's page and read through the discussion tabs and then comments to see if someone asked that question (game installed in a different folder or drive)... hopefullly there will be an answer, or at worst you can be the first to ask it. :) steam://openurl/http://steamcommunity.com/sharedfiles/filedetails/?id=662933818
