Both are decisions. They are taken during the age of absolutism or later, but not before. I've verified the mod works. If the decisions don't appear then it is a mod conflict.
You can start as a clan, or shogun, or any tag capable of forming Japan (which I believe includes Ryukyu or any Japanese culture) but you must form Japan first before taking the decision. Check the Contents thread for a full explanation of the decisions and their requirements.
Take the "Abolish the Shogunate" decision. The full contents of the mod are detailed in the above "Contents and Changes of Mod" thread.

Yeah you may be able to form Japan really, early, you wont be able to take the decision until the age of absolutism. You can check out any info needed in the Content and changes discussions.
So you can all stop asking.
