helenic fations tend to create satrapies alsmost every time, those declare war on their owners after a while, get beaten - satrapy and so on.
celtic fations just keep sacking each other, even camp others settlements, don't care about defending their own regions which usualy ends up in a rebellion/new faction rises. and while this even seems to be most realistic it also keeps the factions small, vulnerable and unchallenging.
romans just seem to be more conservative about occupying.
haven't really encountered other great cultures yet.

There might be other mods it conflicts with though, if you try to load the game with just Arbitriis that should work. Just enable all your other mods in turn and you can see what mod(s) conflict. If it turns out more mods conflict with ours we can always make a workaround for that.
