i dont think people understand how annoying this would be to play against. blindness sounds cool at first, but five seconds of half blindness in team fortress is almost instant death.

I think it would make sense as a scout secondary but as effective as the pistol. Also, "hullygan" is spelled "hooligan." Great idea and it makes perfect sense for the scout! :)
