@Toussaint Yes, It will make +10 for barbarian. But America's UA will have the same effect in the early game, Sun Yat-sen as Chinese leader in the workshop give +10 for barbarian at beginning, so I still think this is not too imbalance.

I discovered an imbalance, the barbarian bonus paired with the government policy that gives the same affect makes barbarians so weak. Is this intentional? Either way thought you should know.
