If anyone else has this issue please let me know and what texture mods you happen to be using would be helpful.
As for why I chose to do them all to max cap 60, well some have non-combat classes so they will still be weak in comparison to a Jarl with a combat class set on them. This is just to make it so they aren't pushover one shot kills like they were set at. I also plan on changing the equipment on many of the tougher Jarls to something more suiting to them than the average Jarl equipment they're all set on. If you compare this mod to my others, this will have about as much work done to it as my Housecarl one when I'm all finished with it.
