Minor bug fix with the version compatibility.

Fixed the issues caused by update 1.7 and redid the way the soundtrack works, adjusting it to the new mechanics added by the latest PDX additions to the music system.

I have removed the event that allowed you to choose if you wanted the soundtrack active or not since now you can turn it off from the music player.

Fixed navy not having proper names. Also fixed a few bugs from new code added with MGT, added a few new technologies for MGT owners, fixed Cuban capital (had wrong state ID) and brought the Bahia Blanca naval base up to level 3 since it was the base of the Fleet and it didn't make sense it was such a small naval port.

Added rest of south american states back in. Now most countries in the region should have their (mostly) historical states.

Please note that some countries are too small to have their REAL states (like Uruguay) but at least they have a bit more room to work with (and so will you if you conquer them).

New MtG compatible version.

Main changes are the map modifications which are now made by myself instead of borrowing from other modders.

Mod wise I only changed a handful of things since this time I was focused more in making things compatible with the new 1.6 Ironclad update than adding content.
