Fix for burner activation on dedicated servers(Thanks P0k3r)

Added full flame burner activation when mounted and a small idle flame when unmounted. Added option to hide balloon(will purposefully disable movement). Fixed passenger seat unboarding. Cleaned up collisions. Increased base speed.
