Changed the way tear speed is calculated and introduced an orbit speed maximum to better handle very high shot speeds

Buffed Mom's Eye and Loki's Horns synergies
Adjusted Mei's focus timings and speeds
Rebalanced Tractor Beam
Added more custom tear graphics
Messed with tear scale once again
Adjusted the proximity grudge mechanic such that enemies close enough to be grudged by proximity take ticks of grudge damage much more quickly
Refactored tear handling code so all tears owned by the player when the player is Mei are handled

Reworked homing tears again to fix their jankiness and inconsistency
Fixed an issue where conflicting telekinesis and homing would cause some homing tears to lose all velocity
Clear grudge flames when changing rooms
Changed the behaviour of Lump of Coal and Proptosis to work based on distance from player when the orbit shape can not be changed
Fixed some issues with tear scaling and let Death's Touch freely screw everything up
Fixed some issues with tear color

Introduced a maximum tear travel speed

Fixed an issue where Proptosis and Soy Milk could make tears small enough that they expire in orbit
Fixed an issue where Parasite and Jacob's Ladder tears split and shocked while the Mei was not firing
Rebalanced grudge to last longer but require more hits to gain the same bonus
Fixed a typo causing Effect type entities to not be skipped in type checks
Added more custom tear graphics
Increased Mei's starting health to 3 black hearts
Increased the ratio of black hearts per red heart container to 1.5:1
Added grudge flame lights back in
Fixed an issue where all entities were immune to Mei's Dr. Fetus bombs when she had Ipecac
Added behaviour that makes player spawned entities appear under other projectiles when there are many projectiles on screen (during the hush fight for example)
Fixed an issue where Mei's tear scaling wasn't being re-applied in certain situations
Fixed an issue where sticky tears (Explosivo, Sinus Infection) didn't stick in certain situations

Fixed an issue where all enemies would be massively grudged while holding Guillotine
Fixed an issue where random insects would steal Mei's powers of telekinesis and capture her orbitals as their own

Fixed bloody custom tear graphics only working with normal blood tear and not the other blood tear types
Reworked Chocolate Milk synergy to be based on time spent firing instead of distance
Refactored code to support separate logic for Mei, Telekinesis, and Grudge (might have broken stuff)
Updated API (MC_GRUDGE_POINTS, MC_GRUDGE_VALIDITY, MC_TELEKINESIS_VALIDITY)
