Fixed issue where starting the game with logging enabled wouldn't write to the log file. Increased maximum intensity for spawnable disasters

Fixed stackoverflowexception that would happen if logging was disabled (as it is by default... I'm an idiot)

- Better stability
- Fixed an issue where the mod could fail when it tried to load or save settings
- Logging disabled by default - enable in options if needed
- Disable disasters over a certain impact (i.e. limit tsunamis to 5.0 and below)
- Quick and dirty implementation of yenyang's disaster probability mod - This will be refined in the future as the way the game calculates disaster probabilities are a bit strange to try to explain.
