Updated mod to be compatible with Version 1.12.3 and added a few more smaller flag fixes

Trying to fix up the mod not loading properly

Just fixing up version errors

I've finally gotten around to it but in this update it should include

New Flags for most of the new formable nations
New Flags for releasable nations that fit within the time frame of the 1930s and 1940s

Updated version to be compatible with 1.7.1

Updated the mod so it works with the most recent 1.6 update. I've also added most of the formable nation flags from the last update and a few from this one.

I am not done with all the flags but I figured I would at least make the mod work with the newest version. I will get onto finishing it ASAP

Adjustments have been made to a few flags specifically Romania, Spain, India and Switzerland. A few others have been adjusted as well

Updated to work with the newest "Death or Dishonor" DLC. I also changed a few of flags around to fit better historically

Somehow I took out the African flags so they are back now
