Fixed total damage output per clip of HMG without it being too OP:
9*75 (tremulous) = 5*135 (TremNS2)

Rifle spread increased: 2.8->5 degrees

Power Point (Repeater) down time unbuildable decreased: 15s -> 5s

Fixed up exosuit railgun:

deals 38 damage minimum charge, 80 damage maximum charge.

Charge time increased 2->3s

Overcharge ejection time increased 2.2->10s

Gun lockup when other starts charging removed.

Time between shots increased 1.4->1.8s
