Re-balanced weapons again.
Bertha now does 150k vs the old 200k, and limited to 10 block range.
the 300 and 900mm cannons were both nerfed in damage to bring them on par with the larger OKI weapons, the 900m still has a higher damage than the 300m
the 23mm turret manual control reload issue has been fixed so it now shoots more bullets before reloading.
