Now properly conserves the appearances of non-humans that use human cosmetics, like ADVENT hybrids or Asari.

Added failsafe to failsafe in XGCHaracterGenerator override so it won't give Kevlar to civilians.

Also fixed it so the code meant for newly spawned Rookies would actually work.
