Added Vicente Rojo Lluch as a military leader for Republican Spain. An event will pop up with him once the civil war kicks off.

Fixed Colonial Forts focus not adding forts to 1 province.
Added a bypass for the Join Axis focus, it will now be bypassed if you are in a faction with Germany.

Changed values for Portugal joining your faction. Portugal has an 80% chance of accepting.

V. 1.4.
Added Franco as a general, available through an event once civil war kicks off and you play as nationalists. This means the mod will STILL be compatible with both event mods and OOB mods.
Added an event for when you research the nuclear weapons focus.
Added Spanish localization thanks to Spanish☭Comrade #TeamHeavy.
Added events for Portugal joining your faction. They can now say no, giving you a wargoal.

Added events for Portugal joining your faction.
Removed requirement to be a faction leader (aka already have a faction) for those focuses too.
The events allow a Portugal player to say no, but AI will always say yes (you still need them to like you + be of the correct ideology for the focus though).

Also added ideology checks back in for those focuses. They should work now.

Various smaller fixes.
