Fixed Generic Focus tree

Players can create the Austro-Hungarian empire as either Austria or Hungary. When one annexes the other you will trigger an event that lets you choose to form Austria-Hungary. It is a monarchy by default with Otto von Habsburg as the leader. You also gain cores on many of its old territories. I'd recommend forming Austria-Hungary as Hungary to avoid Anschluss.

When China becomes a monarchy it dooesn't have a leader but it gets an event to either offer Puyi the throne and reinstate the Qing Dynasty or you can ingonre that in install a regent, Zaifeng, who was regent under Qing Dynasty in 1908-1911
