Updated the version to becompatible with new versions of the game
Tweaked a bit the bonuses you get because it was to op see below for the changes

Algerie:
1. Algerie France: add +2 infrastructure in Algiers, Constantine and Tlemcen
2. Algerian Industy: add +4 Civilian Factory in Algier (Vanilla)
3. Algerian Military Factories: add +4 Military Factory in Algier (Vanilla)
4. Prospect for Oil: add 8 oil in Tlemcen and one 50% research bonus on "Synthethic Oil tech tree"
5. Algerian Refineries: add 4 oil in Tlemcen and 2 Synthetic Refinery in Algiers BUT requires the first 1936 "synth_oil_experiments" tech to be research

Indochina:
1. Indochina: add +2 infrastructure in Tonkin and Indochina
2. Indochina Industry: add +4 Civilian Factory in Indochina
3. Saigon's Development: add +2 Naval Base in Saigon
4. Winning Bet: add +10 rubber in Indochina and +2 chromium +6 tungsten in Tonkin
