More changes to the mod structure.

Restructured the mod to modify only those vanilla files that are absolutely required.
Thus far the only one I cannot workaround is the ship_size file. All other edits should be compatible with any other mod.

Added localisation changes. Now all modules have a description of their behaviour in the ship designer.
The actual descriptions will be changed as I fine-tune the bahviours further.
