1. Sparate Nanites from Rare Resources Policy
2. Removed some unfunctional modifier from Edicts
3. Add "Decision Enactment Speed" modifier, it seems be used on some "project" decision like upgrade habitat. So this modifier is add to Terraforming Policy.

1. Fixed the Pop Assemble policy not affect Clone and Hive Mind.
2. Planet Infrastructure in Planet Decision is now a Deposit instead of Modifier.
3. Add a pair of new Planet Decisions to Create Pop fast and stable. After active the decision, The planet will create 1 pop of player's main species per month. This process can be manually canceled or last 2 years most(in case u foget it and create too much pop). Also this process is not affect by any pop growth modifier or pop control methods.

1. Separate Pop Growth and Pop Assemble in policy
2. Change Leader Pool policy into new Leadership policy. Add age, level cap and exp gain modifier into it
3. Add base intel level modifier into Espionage policy.
4. Add a new option in Cheat Main Menu, it will spawn 10 extra envoys.
5. Rewrite Resource Pack Edicts. It use multiplication instead of addition and should cover all resources now.
6. Set more start resources in Mega Star System. Although some origins may change the start system.
