1. Remove Wormhole Stabilization from Unlock Technology Cheat since unlocking it may cause player can't active wormhole event chain.
2. Add several Repeatable Technologies to Cheat Menu.
3. Add a special description to Upkeep Edict to explain bug caused by it.

1. Remove Gestalt Psionic from Cheat Main Menu since many psi content lock Gestalt ethic out by base game code.
2. Expand Unlock Special Technology in Cheat Main Menu to a sub-event for unlocking almost all tech in game.

1. Re-design Create Pop Decision, One click create one main species pop when planet has free jobs.
2. Add a new Edict to remove most Cost (coverage defined by modifier itself).
3. Re-design Communication and Diplomacy Policy to match their function. Update Edict Fund policy to Edict Efficiency with edict length buff. Add a new Policy to generate Menace after taking Crisis ascension perk.
