Moved some cheat option from edicts to policies.

Policy is better since it can provide different level of buff to be chose from, the downside is the 10 years cooldown.

The 10-year is a basic game parameter in 00_defines.lua, changing it may cause some compatibility problem.

A little tweak to Exterminatus. It's working on ring world now.

Add a fully functional Exterminatus system for player only

You need to enable the Exterminatus policy to get it work. The detail information is provided in the policy tooltip
