Added support for LW2 1.3 custom evac animations. Still compatible with non-LW2 and LW2 1.2 or earlier.

* Add better support for LW2 and other mods. EvacAll ability will now be added to any character with the Evac ability instead of a fixed list of supported types.

* Removed old legacy implementation (pre Alien Hunters).

Fix for a problem where EvacAll would not appear after a mission was restarted with the Restart Mission menu option.

New configuration entry added that allows better inter-mod compatibility. Now mods that introduce new controllable character types (e.g. new kinds of VIPs) can grant these characters the evac all ability by adding the template name to the list of supported character types.

Fix the bug in Neutralize Target missions causing the VIP to be killed if the soldier carrying the VIP is extracted on the last action of the mission.
