Empire upgrades bugfixes.
paralying shot aka toxic shot is removed and pushed to an empire upgrade.

Pernicious bug: heros killed BEFORE the floating empire upgrade is done and then ressed after it is up dont get it unless you reload. Bizarre. Can't fix it because its deep.

Added the hero Matron Baenre. Get back to me with issues involving her.

One of the existing dark elf heros got the call shadow bolt ability.

Another of the existing dark elf heros got tireless and fear strike. With his/her other abilities it should suffice to give them blademaster like potential.
