Various LOC changes for DWE

Fixed a small issue with some of the PFE strategic resource deposits!

When exotic gas exists on a planet it is now gathered by farmers (as is how vanilla is set up), not miners.

And when volatile motes exist on a planet they are now gathered by technicians (same as vanilla, too), and again not miners.

Rare crystals continue to be gathered by miners, however. (Again: Same as Vanilla)

Fixed a bunch of "Mysterious Worlds" effectbuttons, they will no longer print errors in the log.

Loc tweaks for Planet View

Move the english localisation files into the /english/ directory.

Added copies of the english loc into all the other game languages. These aren't real translations! But they fix a crash bug when people tried to play "Planet View" in languages other than english.

If you'd like to send over loc files of your language for actual translations please let me know.

Or make a submod and I'll link to it on this workshop page!

Updated for "Galaxy Portraits" which just arrived to 4.1.

That's it! All my mods are updated! (Well except the gw2 pack but no one ever asks me about that one.)

Support for 4.1.5

Compressed the "Mysterious Worlds" planetary surface textures. This mod is now back to a reasonable filesize!

Shuffled various things to prepare for "New Worlds 4.1" which is releasing in a moment.

And that's it! A bit milestone: With the exception of "Galaxy Portraits" (which is kind of an oddball mod) all my main stuff is now on 4.1.

Small organisational tweaks. Preparing for all the other mods to come to 4.1 today.

Moved planet view art back into that specific mod, shrinking the file size massively. (It's still not compressed).
