Updated the following scripts to give joints 0 strength when unpowered:
elec load - bus
elec load - plug
elec load - plugswitch
elec load - switch

This change allows the joints to naturally slow down to a stop when power is lost instead of a rigid instantaneous stop of the previous iteration.
