Version 1.7.3 - Rework: “Undermine Central Control”

Overview
The espionage operation Undermine Central Control has been fully reworked into a dynamic, situation-driven destabilization system.

  • Two Operation Variants:
     • Player Version: Full cost and difficulty for manual use.
     • AI Version: Reduced Spy Power and Influence cost, slightly lower difficulty – enabling smarter AI deployment.

  • New Situation:
     • Runs entirely within the target empire and progresses through three escalating phases:
      1. Phase 1 - Minor unrest: lower happiness and unity output.
      2. Phase 2 - Political instability: weakened authority and ethics drift.
      3. Phase 3 - Structural collapse: reduced research, economy, and trade efficiency.
     • Each phase triggers monthly random events that affect empire-wide stability.
     • Success: applies a long-term Unrest modifier, weakening the target empire for several years.
     • Failure: grants the target a loyalty campaign and temporary stability bonuses.

  • New Counter-Approaches for Targets:
     • Counterintelligence: low cost, low effect.
     • Purge Cells: high cost, high efficiency.
     • Martial Order: militarization focus - short-term stability, economic penalty.

  • Adjusted all other espionage operations to include separate Player and AI versions for balanced behavior consistency.

Reworked Operation: Eliminate Key Figure (v1.7.1)

- Fully reworked and expanded espionage operation: Eliminate Key Figure
- Added 3 selectable operational methods with unique success and detection rates:
 • Stealth Approach – 65 % success / 10 % detection
 • Aggressive Infiltration – 45 % success / 35 % detection
 • Engineered Accident – 55 % success / 20 % detection
- Introduced encryption/decryption interaction affecting success (±14 %) and detection (±10 %)
- Added new retaliation chain: Vengeance Casus Belli, counter-wars, and AI-driven responses
- Expanded event outcomes with exposure, counterstrike logic, and political opinion modifiers
- Implemented Vengeance and Vengeance Counter war goals with distinct victory rewards
- Rebalanced operation costs, difficulty, and cooldown (10 years per target empire)
- Added new visual and flavor events for immersion and clearer feedback
- Improved AI logic for retaliation and counter-espionage reactions

- Added new espionage operation: Covert Fleet Support
- 3-stage operation for secretly aiding foreign empires at war
- Choose one of three support tiers (Low/Mid/High) with escalating Alloy & Influence costs
- Grants temporary military buffs: increased naval cap, ship firepower, reduced ship cost, faster shipyard construction
- Spawns supporting fleets for the target empire
- Detection roll with outcomes: concealed, rumors spread, or full exposure with diplomatic penalties
- Cooldown: 10 years per target empire
- Includes unique modifiers, fleet spawns, and event integration
