Eliminate Key Figure (Update)

Fixed a bug where the operation would show two completion pop-ups at the end.

Now you’ll only see the intended success or failure notification for your empire.

Stability improved: no more “stuck” screens or duplicate alerts when the operation finishes.

Update v1.6 – New Espionage Operations

• Added new espionage operation: Eliminate Key Figure
 – 3-stage covert strike to assassinate the ruler of a rival empire
 – 50% success chance: ruler is removed, target empire suffers major penalties
 – 50% failure chance: attacker suffers intel backlash or boosts enemy defenses
 – Adds temporary empire-wide modifiers based on outcome
 – 10-year cooldown per target empire

• Added new espionage operation: Subvert Oversight
 – Vasall-exclusive 3-stage operation to undermine the overlord's authority
 – On success: triggers a dynamic situation in the overlord empire
 – Includes event chain, reactive choices, random events, and powerful outcomes
 – Multiple approaches determine pace and severity of unrest
 – Cooldown: 15 years per overlord target

• New modifiers, events, and scripted triggers added
• Full localization and tooltip support
• Performance optimized

New Operation Added: Shifting Allegiance (v1.5)

- Added new espionage operation: Shifting Allegiance

- 3-stage operation exclusive to overlords targeting their own vassals

- On success, triggers dynamic situation within the target empire

- Situation evolves over time with three approaches: Influence, Resist, Neutral

- Affects loyalty, ethic attraction, political power, and happiness

- Includes random events and possible exposure with diplomatic consequences

- Cooldown: 10 years per target vassal

- Fully integrated with new modifiers, custom events, and loyalty mechanics

New Operation Added: Suppress Insurgency (v1.4)

- Added new espionage operation: Suppress Insurgency
- 3-stage operation targeting unstable standard empires
- Removes active revolt situations on planets with high crime or low stability
- Applies buffs to affected planets: +10 Stability and +5% Happiness for 5 years
- Applies country-wide penalty: –10% Governing Ethics Attraction for 5 years
- Cooldown: 5 years per target empire
- Includes unique modifiers and full event integration

New Operation Added: Covert Shield Protocol (v1.3)

• Introduced a new defensive spy operation that lets you protect an allied empire against hostile espionage.
• Fully integrated into the vanilla espionage system, using a 4-stage covert mission structure.
• Targets must be allies, federation members, overlords or subjects (standard empires only).
• On success, the target receives a 10-year empire-wide espionage defense buff:
  – +2 Operation Difficulty
  – +20% Counter-Espionage
  – +25 Opinion from the initiator
• The player (initiator) also gains a 2-year bonus:
  – +10 Edict Fund
  – +5 Spy Network Value

New content:

Added a brand new espionage operation: Narrative Shift

Allows players to manipulate ethics and shift ideological balance inside enemy empires

Features:

Fully scripted 3-stage spy operation with dynamic outcomes

Lets you choose the targeted ethic (e.g. Militarist, Pacifist, etc.)

Success launches a Situation with 3 escalation stages

Includes multiple approaches and monthly random events

Custom modifiers affect:
  – Pop ethic attraction
  – Government attraction
  – Happiness, approval, shift speed, unity, and more

Technical notes:

Fully integrated into the existing espionage system (Nemesis DLC required)

Works with all empire types except Gestalts (blocked by potential check)

Chris’ Covert Operations v1.1 – AI Support Update

• AI support fully implemented – all covert operations are now used by AI empires based on internal logic
• Overridden vanilla file: 00_base_strategies.txt (required for AI espionage strategy integration)
• Adjusted triggers and AI weights for each operation to align with game balance
• Improved some localization phrasing in English and machine-translated branches
• Minor tooltip consistency fixes
