Fixed a minor bug

Can bribe naval units, air units anti air and worker now, cost faith instead if not enough gold.

Added a new unit "hyper agent" to game, can bribe enemy land combat units simply by moving into target unit's plot and click 'skip turn' on unit action panel. Base cost is 10*combat power*(1+0.2*unit level)*health%
