Fixed an issue that caused AI to invest in production buildings ignoring investment priority. AI would now build universities and ports consistently when they have the surplus to do so. However the fix also brought back the vanilla AI behavior of funding institutions excessively. It also made the AI save up more gold before queuing buildings.

Lowered AI's investment to institutions from 0.02 to 0.007, scaling with weekly GDP.

Disabled AI's arms race behavior.

Lowered AI's wanted excess convoy from 25% to 2%.

Removed AI's wanted free convoy based on army size.

Lowered AI's construction debt tolerance for critical buildings from 90% to 30%.
