UPDATE - Mod Version 5.3
-> Steppe Terrain give +2 Buildings Slots, but -20% tax/levies
-> Additional bonuses from Tribal Authority
-> Reworked Vassal Reinforcement script (Tribes gain double troops)

This should keep tribes, specially the steppe ones, more relevant trough mid-late game.

UPDATE Mod Version 5.2
-> Reworked and Renamed Education Traits!
-> The education traits now have negative opinion of its opposite (eg. Diplomacy vs Martial)
-> They now were introduced to the Trait Compatibility system, albeit with minor impact.
-> The Legitimacy bonuses and maluses intruduced on previously were maintened
-> The skill distribution now makes more sense, with up to +12 -2 -2 -2 -2 skill distribution
-> Renamed to graduations: Novice, Adept, Master, Exalted and Renowned.

Reduced stress impact (positive and negative) from some personality traits
