The long-awaited (maybe) update 0.3.0!

Added:

- New countries:

Eastern Command of the Skibidist Army (from the content only National Spirits)
Galangrad Republic (there are also National Spirits and Generals)
Optichelm Resistance of the Cameramen (No content)

- Scenario with the beginning of the war on February 7, 2023.

List of changes:

-Added the ideology of Humans and the country itself, Humans, led by a Secret Agent
