Removed the additional jobs from wondrous vault that gave strategic resources. There is a policy that you can turn on to begin gaining those jobs again.

Added several councilor positions to a few civics. I will add more down the line i'm not the best when it comes to adding new bonus lol.

Fixed the galactic annihilators description in game to the correct bonuses.

DEUS-EX-MACHINA and The Machines now only require that you are a machine instead of needing to be a gestalt consciousness.
