Add Combat Tier Helper

Feature: Implement Game Submission

Got rid of the weird customisation of the garrison anchors.


Fixed randomization of payer positions to ignore spectators.

Fixed multiple card draws.
The previous implementation was only considering the last call,
leading to pending continuations and missing card draws. This
bug was only occurring with Ilban Richese though.

Fix number of cards for legacy intrigue deck

Fixed typo in the french TSMF card GMNotes.

Cleaned unused content + fixed VP cardinalities.

Fixed the legacy set of VP and move the sayyadina VP back in the Ix set.

Fixed regressions when acquiring cards:
- victory token for TSMF;
- troop(s).

Removed trace + adjusted Hagal game:
- Fix influence gain regression.
- Adjust the playboard sooner to help identify rivals

(The objective deck was partly generated under the first player token, delaying its distribution.)

Enhancements:
- Alternate "Take Place" / "End Turn" button in hotseat.
- Smart player switch in hotseat with 2 players (in 4P and 6P modes).
