added missing Withdraw functionality for external mods.

1. fixed a lot of illegal refs.
2. Added two more things for webhook logging. (ATM Robberys and Player Money Transfers.)
3. Added defines back to the mod that garage mod and all other mods are working again.
4. fixed scriptlog warnings.

TODO: Add the following params to the webhook section in the server config:
"m_LogPlayerMoneyTransefer": 0, //Decide what to log (1=yes / 0=no)
"m_LogPlayerATMRobbery": 0, //Decide what to log (1=yes / 0=no)
