RaG Thunderstruck rework

added: 'RaG_LightningManager' for Centralized Weather & Strike Handling. Pulled weather evaluation & strike targeting out of PlayerBase into one server-driven manager.
added: Cached all settings in PlayerBase at init instead of repeated lookups throughout the code.
changed: 'Thunder-Icon' will now only show when a player is not safe.

added: Safezone support for Trader(Dr.Jones) + TraderPlus + ExpansionMarket

Thundericon will hide if a player is in Godmode or in a Safezone and won't get hit

fixed: Tinfoil hat did not receive the correct damage amount after being hit

If a player wears, it he/she won't receive any damage. The Tinfoil Hat will loose Health after each hit until ruined.

added: VPP and COT Godmode support. You won't get hit when in Godmode.
added: Safezone support for Trader, TraderPlus and ExpansionMarket. You won't get hit when inside a Safezone.
fixed: already ruined clothes could get changed into Badly Damaged or Damaged state (depending on server config)
fixed: Thunderstruck icon could bug out and not vanish anymore unless Client Game Restart

more optimizations to further decrease impact on Server

- fixed: Light is working again (broke with 1.23 patch)
- fixed: It was possible under certain circumstances that fallen trees could trigger the lightning aswell
- Cleaned up and simplified scripts
