New scope zoom - now very accurate, the 4x is REAL 4x, 8x is 8x too. Wait for your favourite gun pack to update though, otherwise it will be less accurate than before. also smooth zoom scrolling

RT scopes counter rotation - it feels less like a screen now

- Turned CustomCrosshairs into a ProcessedValue, allowing it, and its other elements, to be adjusted dynamically.
- Made the Crosshair Dot into a ProcessedValue, allowing weapon creators to dynamically disable it for their weapons if they wish.
- Fixed an error that caused CustomCrosshairMaterial to throw a LUA error if CustomCrosshairMaterial was not previously defined in a weapon or attachment.
- Improved the explosion effect, and the muzzleflash_pistol muzzle effect.

Added new crazy warning panel that notifies about: too many addons (not sure if this warning is working though :/), too low tickrate (only for admins), outdated directX
Added performance warning in settings if you running on 32bit without multicore stuff

Tracer related changes

Incompatibility system fix, fixes the menu reappearing when no addons have changed, alongside removing odd entries in the incompatibility list. Also might fix some NPC replacement entries I think? - Fesiug
