Hotfix regarding Strait of Malacca and one of the foci's effects not working properly

- Fixing MIOs not placed correctly in the folders (didn't own AAT, sorry)
- Proper "Nationalization" decisions for AI Bandoeng and Soerabaja DM, akin to the French "Air Manufacturer Reorganizations" decisions
- Adding more funding schemes for the existing MIOs in the focus tree
General addons:
- Localization fixes (Isan -> Khorat Basin, Mindanao -> Davao)
- Hart-Ishizawa Agreement would be properly implemented
- Icon fixing for Nakajima - East Indies Branch (both designer and MIO)
- Returning Democratic Norway's color from blue into the regular dark brown upon the completion of the Norwegian 'civil war' (same as RDS Italy fix i made back then)
- Van Mook's "Lieutenant GG" trait is changed from "+33% Mobilization Speed" into "+20% Recruitable Population Factor", taking into account both "Staat van Oorlog en van Beleg" idea and event-only "National Mobilization" idea

Hotfixes for several important things

Version 1.5.0 Jambi (14/10/2023)
- Add 3 German-produced C28 locomotives at the game start
- "Expand Javan Railroads" would grant you further 5 C28 locomotives
- For AAT owners, "Procure Western Armaments" focus would grant a headstart subsidy for buying guns from USA and planes from UK, and its decisions would grant you subsidies for buying armaments, also the advisor-related decisions would grant more subsidies
- "Secret Weapons Production" would only grant you 2 offmap military factories instead of 2 on-site ones for the Indies Civil War. Depending on your chosen paths, they can be either removed completely or get installed properly in Sumatra
- Updated portrait for Bonifacius de Jonge and Rudolph Bakkers
- Leader portrait for Ernst Douwes Dekker
- Dr. Soetomo added as the initial leader of Parindra instead of M.H. Thamrin
- Proper decisions to liberate the island colonies for the PKI path
- Event chain for Gusti Nurul of Mangkunegaran
- Limiting steel-mining resource prospecting decisions for the Archipelago to only 1-3 times instead of the current 3-5 times

- Making IJ Kasimo and Oerip Soemohardjo available for the Indonesian government (except for the communists) in the alternative history path.

Another hotfix regarding the offset for Exile branch upon completing "Continue the Reforms" and scripting for Soekarno's liberation in both revolutions.

Another hotfix to the focus checks so that "Nusantara Accord" and "Demand Self-Rule on LoN Mandates" can be taken as intended after becoming a Dominion/Supervised State/free nation.
