Updated Half-Life 2: Lost Coast - Small Fishing Ship.

Changes:
- Added Arctic Gear | (I didn't want to freeze to death anymore in the arctic.)
- Tweaked Gear Ratio to 1:1 | (To Increase Vessel Top Speed)
- Tweaked Engine Power Output to 95%. | (The engine would keep a constant maxed out sound when at 100%, this removes that to an extent.)
