Removes all limits imposed on fluid ideoligion creation and reform.
Chosing "Fluid" in the ideology menu is the same as "Fixed".

Also changes Ideology default precepts to be non random, so you don't forget to check that everything makes sense, you can change them manually but the defaults should now be deterministic and gender neutral. Precepts associated with an active meme will still be randomized across their values.
Cannibalism (Cannibalism_Abhorrent), Closest to vanilla values.
Lovin (Lovin_Free), prevents the SpouseOnly ones from being rolled.
MarriageName (MarriageName_Random), the gender neutral version of having a family name.
