Scrapped previous version and instead added 2 technologies at game start:
Carbon Recapture Technologies
Ecological Stabilization Programs

Edited their effects to have extreme emission reduction.

Removed emission reduction effects from several technologies.

Reduced cost of climate technologies and gave economy/welfare bonuses.
