Cleaner loyalty trait hiding method utilized. Should work as intended.

General:
Noticed the old handicap effect for changing base loyalty wasn't working. Attempting new scope.
(Hopefully a temporary measure) All VC Arrr loyalty trait levels have the same effects for now while I try to get the handicap working again.
