New Edict: Appoint Successor.
Hierarchies can appoint an Heir manually at any time by activating the Appoint Succesor Edict.
Added 60 new Heir Titles (male and female).
Added new Job: Agitator, for the extremely rare cases of an Anarchy withour a Ruling Class Civics.
Clonic Dynasty now generates heirs that are clones, even if the ruler is immortal.

BALANCE:
Hierarchic Rulers now can appoint a successor.
Monarchic Rulers are unchanged.
Oligarchic Rulers now rule for life.
Polyarchic Rulers now rule 20 years.
Polyarchic Rulers can not get reelected.
Anarchic Rulers are unchanged.
Dikastocracy Ruling Class Civic no longer requires Pacifist Ethics.
