--Formation Decisions that require ADM Tech have been removed, they now can be formed as soon as all the other requirements are met (no longer waiting unitl ADM Tech 15).

--Discovery system reverted back to pre-1.15, not happy about this, because the 1.15 system is easier to mod and just needed some rule changes to make it work better.
--Tradenodes updated to 1.16/1.17. Baja California transfered from San Francisco Bay node to the Sea of Cortez node.
--Sea of Cortez and San Francisco Bay trade route switched (now flows north).
--Distrito Federal (Mexico City) name has been changed to "Ciudad de Mexico" to reflect recent changes in the territory's name.
--Removed Disconnected Catholics and American Baptist due to religion realignment in the mod.
--Historical rivals and friends added to Mexican states. Some of these changes will make playing Mexican OPMs easier.
--National Ideas rebalanced in some areas, particularly discipline has been lowered in all instances down to 7.5% from as high as 15%.
--Incorrect tag for Vermont National Ideas fixed.
--Province history file names now match the vanilla names, makes editing the game in several mod tools easier instead of using blank override files that only load in the game.
--Defines.lua updated to 1.17 with all default settings (this reverses a number of minor changes in Defines.lua) except the End Date and Random New World End Date. Random New World will always be disabled.
--Other files updated to 1.17 as needed.

Fixed double elections triggering by temporarily reverting to vanilla elections event. So currently all elections will follow the standard 4-1-1, 1-4-1, and 1-1-4 stats. This is temporary.

Fixed broken provinces for Maryland, Virginia, and California. Their proper override files exist to force the game to load the mod files.

-New Areas for 1.14/1.15
--They are merely assigned by state in the areas changed by the mod, majority of all vanilla areas remain unchanged. Areas smaller than 3 provinces are combined with neighboring areas.
-New Regions for 1.14/1.15.
--They are assigned mostly for geosociopolitical reasons. So regions with similar social and political similarities are kept together. Majority of vanilla regions remain unchanged as well.
--Siberian Region in vanilla has been split into Siberian Region (portion west of Lake Bajkal) and Eastern Siberia (portion east of Lake Bajkal).
-New Super Regions for 1.14/1.15.
--Canada and the United States have been split into seperate Super Regions
-New Discovery system implemented (it was a hassle to figure out).
--Australia and Oceania start with a much wider field of view than previously (but they can't still see North America and vice versa).

-New Province for New York: Tompkins (3 BT, 3 BP, 3 BM, terrain is Hills, climate is Normal Winter).
-New Province for Missouri: Buchanan (3 BT, 3 BP, 3 BM, terrain is Farmland, climate is Mild Winter).
-New Provinces for Maryland: Ciecil (1 BT, 1 BP, 1 BM, terrain is Farmland, climate is Mild Winter) and Wicomico (2 BT, 2 BP, 2 BM, terrain is Farmland, climate is normal [no assigned climate]).
-New Province for Virginia: Accomack (1 BT, 1 BP, 1 BM, terrain is Coastline, climate is normal [no assigned climate]).
-New Province for Washington: Yakima (2 BT, 2 BP, 2 BM, terrain is Farmland, climate is Mild Winter).
-New Provinces for California: Shasta (2 BT, 2 BP, 2 BM, terrain is Mountains, climate is Normal Winter), Placer (1 BT, 1BP, 1 BM, terrain is Mountains, climate is Normal Winter), Santa Clara (7 BT, 7 BP, 7 BM, terrain is Hills, climate is normal [no assigned climate]), and Monterey (3 BT, 3 BP, 3 BM, terrain is Hills, climate is normal [no assigned climate]). California now has the same amount of provinces as Texas with 11 and a total of 159 development (equal with Texas).

Other Map Changes:
-New York province (New York City) is an island and can be blockaded like Venice. (This is an experiment and likely will only be used in this single update.)
-New York province (New York City) has new ajacencies assigned to allow travel to all neighboring provinces.
-New Colonizable Land: Chukotka (Formerly Russian Far Eastern Siberia wasteland). This is the closest land to Alaska to colonize, its capital is Provideniya.
-Some Sea Provinces added in previous updates have had their IDs shifted to allow for new land provinces (the sea provinces affected may be removed in the future).

New Nations:
-Delmarva can now be formed (must own and core all of the Delmarva peninsula: Kent [DEL], Ciecil and Wicomico [MYD], and Accomack [VIR]).
-Central Australia Territory can be released, its only core is Alice Springs (Northern Territory).
-Auralia can be released, its only core is in Boulder (Western Australia).
-Princeland can be released, its only core is Greater Geelong (Victoria).
-Christmas Island and Cocos Islands are now playable at start, beware they both have Western Australia cores (this is because the real islands are indirectly administered by Western Australia).

Other Nation Changes:
-Jefferson no longer has a core on Marion (Oregon), instead its moved to Lane (Oregon).
-Jefferson recieves a core on Shasta (California).
-San Jaoquinian culture removed, all provinces with the culture in California are switched to Californian.
-Lincolnite culture reassigned to Eastern Washington state.

New Events:
-"Lights Over [Root.Capital.GetName]" can randomly fire on the two-year event pulse. The event is exclusive to States Tech group and is similar to a common vanilla event.
-New Flavor Events for Alabama. (Two events for the Jubilee, one good, the other disappointing.)

Other Event Changes:
*-Cleaned up several events (e.g. typos, localisations, event ID's, etc)

New Decisions:
-Release Haiti Decision now allows you to release Haiti.

Other Decisions Changes:
-Formation Decisions for the most part now use areas or regions to form. Some formation requirements have been changed slightly.
-Formation Decisions now are broken up into their own file to make editing them faster.

-Fixed Papal Discovery event to only fire for Disconnected Catholic states.
-Mexican-American War of 1811 has been added (uses the same file as the Mexican War of Independence in history\wars).

Map updated to 1.13 with new provinces added in vanilla game.
Updated Interface files to 1.13.
Updated cultures to 1.13.
Updated governments to 1.13. Retained American Republic and Federal Republic to the mod (they were added as part of the American Dream DLC but were removed from the vanilla game and DLC in 1.12 for unknown reasons), however, you still need to have American Dream DLC active in order to convert your government to either of them.
Updated mod exclusive governments to use the new ranking system and parliaments.
Updated CB types to 1.13. For most situations, the Revolution CB will not apply for or against the States/AustralStates governments, but if you change to vanilla governments that allow it, then the CB will apply assuming the conditions are met.
Updated religions to 1.13. Mormonism now uses Church Power with its own exclusive aspects.
Enddate changed to 31 December 2199. This is to cut down on save file bloat as there's a number of problems with the save files playing EU4 well beyond the its normal end date, however this change might be reverted at a later date.
Updated defines.lua to 1.13.
Updated rebels to new seperate files.
Tags updated to 1.13 with new nations added in vanilla. Vermont's tag VER changed to VMT to not conflict with Verdun which was assigned VER in vanilla in 1.12. Carolina (formable nation) tag changed form CAR to CRL to not conflict with bad localization code for government names (PDS the only localization that should be three letters long, are for nation tags, not something in 00_government_names.txt!)
Updated tradenodes to 1.13 and moved Australian trade node from between New Zealand and Australia to Sydney to match the move made in vanilla.
Fixed positions.txt to correct for missing unit positions and land province features.

Added new flavor event for New York State/New York City that affects New York City.
Added new flavor event for American Samoa that affects the island.
Added new flavor events for Alaska including religious event chain and a diphteria outbreak event.

Added new missions for Massachusetts.
Removed a mission from Pennsylvaia. Required an Embassy which is no longer a valid building, mission will be replaced in the future.

Decision created for Hawaii to allow for the return to a kingdom, with some costs: a revolt, -100 ADM and -50 DIP power and loss of 1 years income (to simulate defaulting on republican state debt), kingdom is unique to Hawaii and is without a parliament.

Province Histories updated to 1.12, all provinces use basetax and base_production and old EU3 code has been completely removed (no more citysize = 145640, now uses is_city = yes. Cities growth simulated by development of the city now, which is dependent on spending monarch points on to increase development, EU3 simulated city growth/decline through population increase or decrease but only had an effect on province taxes not on anything else.)
Switched Provinces 844 (Valladolid) and 845 (Merida) as their province histories were mixed up.

New Fort system implimented. Most states get at least one, except for island states, they get none except for their default capital fort (Puerto Rico is excluded, it starts with a fort.)
ALL province buildings like temples, universities, and the like have been removed from the start, this reflects the changes made in 1.12 to vanilla.

Washington State color changed to "evergreen" color (R-0 G-153 B-0).
South Dakota color changed so as to not be so close to color of Manitoba, (R-199 G-219 B-239).
Missouri color changed to a green to not be so hot pink. (R-65 G-225 B-105)

Fixed typos in localization when encountered.

Add Northwest Territories Triggered Modifier, for states that had most of their territory in the Territory Northwest of the River Ohio (Wisconsin, Illinois, Indiana, Ohio and Michigan, excludes Minnesota).
Added Absaroka as a releasable state/formable state, it has cores in: Campbell and Park in Wyoming, Custer in Montana, and Hughes and Pennington in South Dakota.
Added Cook as a releasable state, it has its only core in Cook in Illinois.
Added South Illinois as a releasable state, it has cores in Sangamon, Champaign, and Williamson in Illinois.
Added Wabash Union as a formable state (formed by any Midwestern culture that owns and cores all of Illinois, Indiana and Ohio, recieves claims on the rest of the Northwest Territory historical extent).
Removed Osea and Emmeria nations. Was added as a hat tip to the Ace Combat series but PDS rules require written legal release and permission to use third party intellectual property in published mods. (Which are the flags, and its not worth the effort to jump these hoops at this time.)

Fixed missing flags for rebels.
