Begun implementation of Robotic armies.

Note, these are armies that can be recruited by empires who had built robotic workers, not armies for machine empires who will be getting their own roster later on.

conscripts - shared burdens
sacrificial forces - death cult

republican guard - egalitarian/ parliamentary system
