Iron and stone dwarves can now use the monuments in Escann.

A number of small changes have been made to some monuments. Nothing major has changed, but in general, 1) global modifiers that I felt were too strong have been slightly reduced, 2) Some province modifiers have been increased, since some were weaker than buildings one could build, and 3) most generals and admirals that are created from a monument have recieved slight buffs to their pips, since they are not permanent but can help strengthen a nation's military for a short period while the general is alive. Also fixed some mild inconsistencies with effect tiers.

Also added an event to the temple of Ryala. Mostly just as an experiment to see if I can get events to work nicely with monuments.

Added delta gnomes as a culture that can use some of the monuments in North Sarhal. Until today I did not know delta gnomes even existed.

Added static artifice capacity to a few monuments where it was appropriate, notably in the Kobold Trapsmith Guild in the Dragonheights and the Hammerhome Artificer's Guild in Inner Castanor.

Removed an event added to Ibevar's Temple of Munas in a previous version that I realized wouldn't work as the event (normally) requires the state religion to regent court to work but the monument can be built by anyone in the Cannorian group + Elven Forebears.

The Portroy Merchant's Guild can now be used by the Kobold culture group.

Made all temporary province modifiers into country modifiers where it made sense to do so.

Lorent's Mage Academy now produces a war wizard general in addition to its other effects at T3.

Slightly changed the effects of Gawed's temporary "Meeting of the Northern Lords" temporary effect to make more sense.

Changed Sorncell's temporary T3 effect into its own thing (previously I was ripping an existing modifier from vanilla eu4, this is no longer the case).

Added Reinhard von Lohengramm as an admiral from upgrading the Imperial Dockyard in Neckcliffe to T3.

Cleaned up internal code somewhat.

Some other minor changes I forgot to write down.
