- Dynamic ranks visual bug fix

- All AI that aren't game-start subjects are now 1pt. The faction points limit has been reverted to 0 decimal places

- Faction point limit should now correctly increase by 3 each year
- Now only majors should not be allowed to join factions with 2 or more majors in them
