removed some requirements of the lw2 perk pack, replaced the perk with MItzrutis Perk Pack and one from Stukovs Vulnerabilities

also moved the configs to run first, so anything changing stuff should run later

When struck by shield bypassing damage, the advanced AI inside this ordinary looking Vest will reroute power from shields to restore HP

Added several new Vests, including an upgrade done in Proving Grounds
