removed some requirements of the lw2 perk pack, replaced the perk with MItzrutis Perk Pack and one from Stukovs Vulnerabilities

changed the vests from armortemplate to equipmenttemplate. this should help with several weird things happening

also moved the configs to run first, so anything changing stuff should run later
